Is it normal for a full-month-old baby to lift their head?

At what age can infants typically stabilize their head lift to 45 degrees?

My baby is already four months old, but he never lifts his head when lying on the bed. I’ve tried using toys to help, but he still won’t move his head and even gets upset. Is this normal? What should I do?
