You can use some pediatric cold medication like Anfen Phenylephrine and Methylxanthine, which can help with nasal congestion. Additionally, you can use fenoterol nasal drops to alleviate the congestion immediately. Based on your description, it seems the baby has caught a cold due to the cold weather. You could try giving the baby some Guanfang Granules and Effervescent Tablets for Cough and Cold. Also, have a blood test done. If the white blood cell count is high, antibiotic treatment may be necessary. Azithromycin is effective in such cases. Encourage the baby to drink plenty of water and if there is a fever, you can give paracetamol suspension to help reduce it. Wishing the baby a speedy recovery.
