What’s happening when a baby feels a bit cold after the fever subsides?

I’m not sure what’s going on. The child has been acting up lately, crying and fussing non-stop. We’ve even gone to the hospital and had checks done, but nothing seems to help. Please explain what’s happening when a baby feels a bit cold after the fever has subsided.
