Neonatal hypoxemia-ischemic encephalopathy is generally caused by perinatal asphyxia. Asphyxia leads to partial or complete hypoxia, reduced or stopped cerebral blood flow in neonates, ultimately causing brain damage in the fetus or neonate. The incidence is higher in preterm infants. Symptoms include changes in consciousness, muscle tone, and primitive reflexes.
